How to complete an IPAFFS pre-notification?
From January 1, 2022, all Products of Animal Origin (POAO) and Animal By-Products (ABP) consignments must be pre-notified on IPAFFS. The importer must pre-notify consignments at least four hours in advance of arriving into Great Britain. The pre-notification must be made via the Import of products, animals, food, and feed system (IPAFFS).The new national import notification system for the United Kingdom will be the Import of Products, Animals, Food, and Feed System (IPAFFS). It will also include live animals, animal products, high-risk food, and feed imports, as well as plants and plant products.
Before the following items arrive from EU and non-EU countries, importers and import agents must use IPAFFS to alert authorities in the United Kingdom:
- live animals
- germinal products
- animal by-products (ABP)
- high-risk food and feed not of animal origin (HRFNAO)
- products of animal origin (POAO)
- composite food products
- plants and plant products
Steps to complete a pre-notification:
- You’ll need an IPAFFS account before you can complete a pre-notification.
- To register for an IPAFFS account, you must have or create a Government Gateway account, as well as a Defra account.
- An email address is required, if you are a limited company you will also need your Companies House number.
- You must register for IPAFFS using your own business details if you’re an import agency acting on behalf of an importer.
- When you raise a notification in IPAFFS, you are responsible for the consignment from the time it enters Great Britain until the authorities finish their checks
Information required for completing a pre-notification:
- What type of animal product or goods you’re importing (POAO, ABP, HRFNAO)
- Origin of the animal product or goods (which country is it being exported from)
- Commodity code (if you need help classifying your goods, you can search for an appropriate code using the trader tariff tool)
- Commodity type (Selectable from a predefined list)
- Species of the commodity (Selectable from a predefined list)
- Commodity weight (net kg)
- Date of arrival into GB
- Reason for importing consignment (internal market, transit, research, etc)
- Consignment’s place of destination
- Addresses and contact details for the place of origin, importer, and place of destination
- Details of the port of entry
You will be given an IPAFFS notification reference number after the notification is completeBecause the IPAFFS notification reference number must be recorded on your customs declaration, you must provide it to the person or agent who is completing the declaration on your behalf.
